Governor Charles Soludo has reaffirmed his administration’s commitment to supporting small and medium enterprises (SMEs) and empowering youth in Anambra State with targeted grants and skill development programs.
Presenting the 2025 budget of N606.99 billion, tagged “Changing Gears 2.0,” Soludo outlined plans to expand the ‘One-Youth-Two-Skills’ program, aiming to empower 8,700 youths in various vocations. The administration has earmarked N2.5 billion to support startups for program beneficiaries, building on the initial phase that empowered 5,000 entrepreneurs.
The budget also focuses on scaling the state’s digital training initiatives through the Solution Innovation District (SID), which has trained 20,000 youths in tech skills, with 1,500 recently graduating from its ‘Code Anambra’ program. The governor also announced plans to establish a ‘One Million Digital Tribe,’ further broadening access to digital skill opportunities.

Recurrent expenditures account for N139.5 billion, while capital expenditures make up N467.5 billion, reflecting a strong focus on infrastructure, education, and economic empowerment. Sectors such as education, health, and infrastructure see significant budget increases of 101.4%, 57.1%, and 38.9%, respectively.
The administration also prioritizes agricultural development, with over 100,000 households set to receive agricultural seedlings in 2025, continuing efforts from the previous year to promote food security and livelihoods.
Governor Soludo emphasized that the budget aims to accelerate execution and address the needs of vulnerable groups while fostering economic growth and innovation across Anambra State.
