Lagos State has been named Nigeria’s top state for ease of doing business, winning the “Best Subnational for Ease of Doing Business” and “Best State Reform Champion” awards at the 2025 PEBEC ceremony in Abuja.
The state scored 85.6 percent, reflecting reforms in land administration, taxation, digital processes, trade logistics, and investor support services factors that directly benefit SMEs across Lagos.

Commissioner for Commerce, Cooperatives, Trade and Investment, Mrs. Folashade Bada Ambrose, received the awards on behalf of Governor Babajide Sanwo-Olu. She highlighted that the 2025 Subnational Ease of Doing Business Report and Business Facilitation Act Performance Report provide a data-driven benchmark for states, measuring indicators like electricity reliability, skilled labour availability, commercial justice, digital connectivity, taxation, and SME support.
Mrs. Ambrose praised the Governor, Deputy Governor Dr. Obafemi Hamzat, and the EODB team for sustaining Lagos as a leading investment destination, ensuring SMEs have the support needed to grow, innovate, and compete globally.
