The Lagos State Government has kicked off construction of the Lagos Aquaculture Centre of Excellence (LACE) in Igbonla, Epe, with an initial investment of N10 billion under a Public-Private Partnership with Dula Agro-Services Ltd.
Spread across 35 hectares, LACE is designed to produce 50 million fingerlings, 2,000 tons of table-sized fish, 20,000 tons of processed fish, and 24,000 tons of fish feed annually.
Commissioner for Agriculture, Ms. Abisola Olusanya, said the project will support 5,000 smallholder fish farms, create 500 direct jobs, 1,000 indirect ones, and boost fish production for domestic and export markets. LACE will also feature a hatchery, feed mill, research and training units, and processing facilities.

Dula Agro’s MD, Mr. Ifedolapo Atimo, said the PPP reflects Lagos’ vision to become a leading aquaculture hub, targeting export-quality production and environmental sustainability. The facility aims to lower feed costs and enhance competitiveness in Nigeria’s seafood industry.
The initiative is expected to increase farm incomes, create rural jobs, and strengthen food security across Lagos.
