As part of the 3 Million Technical Talent (3MTT) program, the Nigerian government announced a one-billion-naira agreement with IHS Towers to establish learning communities around the country.
The Minister for Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, made the statement on his social media platform, highlighting the creation of learning communities in all 36 states and the FCT.

A historic collaboration that will help the government’s ambitious ambition to teach three million Nigerians in technical skills in four years, according to the minister. “This is the first in several partnerships that we will be securing in support of our targets, specifically for the 3MTT programme and broadly for the Knowledge pillar in our Strategic Blueprint,” he went on to say.
IHS Nigeria launched the 3MTT Learning Community as part of the three-year cooperation to equip Nigerians with vital digital skills.

Tijani hailed the project as strategic in terms of establishing Nigeria’s technical talent backbone in order to fuel the country’s digital economy and position Africa’s most populous country as a net talent exporter.
In the first phase, over 30, 000 Nigerians are scheduled to be taught, and over 330,000 applications have been submitted.
Learning communities will be established in the 36 states and the Federal Capital Territory (FCT) to give possibilities for 3MTT participants to study, interact, and construct projects, according to the proposal.
The formation of learning communities would also improve local innovation ecosystems around the country, according to the minister.
“We are delighted to partner with the Minister of Communications, Innovation, and Digital Economy and his ministry on the 3MTT initiative,” said Mohamad Darwish, CEO of IHS Nigeria. We share the government’s dedication to Nigeria’s economic empowerment and progress, and we believe that this project will contribute to President Bola Tinubu’s objective of job creation and technical skill enhancement,” he said.
The first stage of the 3MTT will concentrate on technical skills such as digital marketing, project management software, cloud platform navigation, data analysis and visualisation, digital marketing, search engine optimisation (SEO), CRM management, accounting software, graphic design, and UX/UI design. These are skills that enable trainees to support organizational workflow rather than produce technological advances.
