FG launches digital Platform to cut delays for small businesses

The Federal Government has launched the 1Government Enterprise Content Management System (ECMS), a major digital reform expected to significantly improve service delivery for small and medium-sized enterprises (SMEs) that rely on faster government approvals and documentation.

Unveiling the platform in Abuja, the Minister of Labour and Employment, Mohammed Dingyadi, said the ministry’s transition to the 1Gov Cloud marks a decisive move toward a fully digital, automation-driven and data-centred public service that will reduce delays and improve efficiency for businesses engaging government agencies.

According to the minister, the new ECMS introduces a seamless end-to-end workflow that eliminates manual bottlenecks, shortens approval timelines and strengthens service delivery across all departments. This is expected to ease long-standing challenges faced by SMEs in accessing government permits, labour documentation and regulatory clearances.

He explained that the system provides secure document management from creation and storage to retrieval and long-term archiving while ensuring full compliance with federal data governance rules. For business owners, this means reduced paperwork, faster processing and better transparency.

Dingyadi stressed that the digital transition goes beyond technology to reshape the culture of public service, adding that continuous staff training will ensure officers respond efficiently to the needs of businesses and the public.

The Head of the Civil Service of the Federation, Mrs. Didi-Esther Walson-Jack, described the ministry’s migration to the 1Gov Cloud as a strong signal of readiness for a modern, transparent and interconnected civil service. She noted that the deployment meets a major federal benchmark ahead of the December 31, 2025 deadline for full digital adoption across all MDAs.

She directed that all engagements with the Ministry should now be conducted through its digital registry channels — a move expected to cut turnaround time for SME-related applications and reduce physical visits to offices.

Galaxy Backbone Limited, the government’s digital infrastructure provider, said the 1Gov Cloud offers a unified, secure and scalable digital backbone that enables ministries to work faster and more efficiently. The platform integrates collaboration tools, document automation, workflow management and secure access systems that simplify interactions between government and businesses.

Programme Director of the 1Government Cloud, Mr. Wumi Oghoetuoma, revealed that nine departments in the Ministry have fully transitioned to digital operations, with 110 workflows already automated and over 500 users activated. He added that the Ministry is on track to achieve near-zero paper usage, with a projected 90 per cent reduction in paper-related costs.

Analysts say the shift will support SMEs by reducing processing delays, lowering compliance costs and improving transparency in labour-related documentation, disputes and registrations.

The launch strengthens the Federal Government’s drive to build a modern, efficient and business-friendly public service under the Renewed Hope Agenda, as more Ministries, Departments and Agencies migrate to the 1Gov Cloud.
