The Edo State Government has entered into a strategic partnership with the African Development Bank (AfDB) to boost urban infrastructure, youth employment, and human capital development.
The agreement was reached during a high-level meeting on the sidelines of the National Public-Private Partnership (PPP) Summit at the Presidential Villa, Abuja.
Edo’s team, led by Finance Commissioner Emmanuel Okoebor, met with senior AfDB officials including Dr. Solomon Quaynor, AfDB Vice President, and Dr. Abdul Kamara, Director-General for Nigeria.
The partnership supports Edo’s development plan, “SHINE” which stands for Security, Health, Infrastructure, Natural Resources, and Education and aims to drive sustainable economic growth across the state.

Focus areas include urban transport corridors, city renewal, green infrastructure, and youth skills development. The state emphasized that the deal is not aid-based, but structured around investment and mutual economic benefit.
“This is about building productive partnerships, not charity,” said Okoebor. “Edo is ready for business.”
The AfDB commended the state’s reforms and openness to private sector collaboration.
This partnership is expected to create new opportunities for SMEs, contractors, and investors looking to tap into Edo’s growing economy.
