The first round of applications for the 3 Million Technical Talent (3MTT) initiative has been opened by the federal government.
The program’s application page was launched on Friday by Dr. Bosun Tijani, the minister of communications, innovation, and the digital economy.
He claims that the program, an important component of the Renewed Hope agenda, aims to strengthen Nigeria’s technical talent base in order to support its digital economy and establish Nigeria as a net talent exporter.
He stated that numerous stakeholders, including fellows, training providers, partners, and placement organizations, will be involved in the program’s initial phase, which will be carried out in conjunction with NITDA.
He said that in the initial stage, the government would pick people who were interested in learning particular skills and pay for their training from organizations that were authorized to participate in the program.

The Minister highlighted the details of the program’s first phase, saying:
According to the Ministry’s implementation strategy of “1%-10%-100%,” the first phase will seek to train and position 30,000 technical talents, or 1% of our overall target.
It will be carried out in accordance with the framework that was jointly developed by important stakeholders from government organizations, educational institutions, development organizations, and the commercial sector.
The Minister stated that some of the skills that Nigerians would receive training in the first phase involve using technology to enhance various responsibilities without directly creating technology.
Among others, these are Search Engine Optimization (SEO), CRM Management, Accounting Software, Graphics Design, and UX/UI Design.
They also include Digital Marketing, Project Management Software, Cloud Platforms Navigation, Data Analysis and Visualization, and Digital Marketing.

The “1%-10%100% Implementation Rule” would be adopted by the Ministry, according to an earlier paper released on Thursday by Tijani.
He claims that this guideline serves as a roadmap to guarantee a high program success rate and offers the Ministry a way to lower the cost of quality on all of its initiatives before scaling to a larger population.
The “1%-10%-100% Implementation Rule” is a framework that holds that the program starts modest and gradually increases the scope as the projects proceed, according to Tijani, who explained the rule and how it will be applied to the project.
According to him, the numbers 1 and 10 in the mechanism stand for “Prototyping,” “Piloting,” and “Scaling,” respectively.
